This effect works similar to the mismade flag effect. You have a traffic light post with no lights on it. You take a red , yellow, and green silk and place them in a magic bag. When the traffic light is taken out of the bag, it comes out with just two lights. You put it back in the bag and with some magic, it comes out with all the three lights.
